Commander Angelia D. Elum-O'Neal

Commander Angelia D. Elum-O’Neal is a native of Houston, Texas and attended Texas Christian University, Fort Worth, TX where she received a Bachelor of Science in Nursing. She was commissioned as an Ensign in 1985, via Officer Indoctrination School in Newport in Rhode Island. She also holds a Masters of Science in Education with an emphasis in Education and Training Management from Old Dominion University.

In her duties she served as the Division Officer, Naval Hospital, Roosevelt Roads, Puerto Rico, Assistant Division Officer, Relief Night Nursing Supervisor, Medical Center Portsmouth, Portsmouth, Department Head, Staff Education and Training, Branch Medical Naval Air Station Oceana, Academic Director, Acting Executive Officer and Commanding Officer at Naval School of Health Science, Portsmouth, Virginia and Department Head of the Health Promotions and Periodic Health Assessment Departments at Branch Medical Clinic (BMC) Naval Station Norfolk.

She is the currently the Occupational Health Nurse Supervisor, BMC, Naval Station Norfolk. She leads the Occupational Safety Programs which consist of Medical Surveillance, Certification Examinations, Reproductive Hazards, Occupational Illness, Case Management, Preventive Services, Health Promotions, and Process Improvements for a population of approximately 23,000
active duty and civilian personnel at 200 Commands onboard Naval Station Norfolk. She initiated over 25 departmental improvements over 3 months and that Department was selected as the standard for all Navy Medicine East Occupational Health Departments.


She was deployed onboard USS KEARSARGE (LHD-3) in support of Operation Continuing Promise and during OPERATION ENDURING FREEDOM/IRAQI FREEDOM.


She has been married to Eric Patrick O’Neal for 20 years and they have two children Eric Patrick O’Neal II who is 15 years old and Renee Nicole O’Neal who is 10 years old. Eric II attends Oscar Smith High School as a Freshman and is an Honor Student in the International Baccalaurate Program. Renee is a 4th grader at Sparrow Road Intermediate and she is also an Honor Roll Student.


CDR Elum-O’Neal’s personal decorations include the Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal, Meritorious Unit Commendation (three awards) and Humanitarian Service Medal.
